Jared, awesome discussion about cornering in races. I'd like to pass on something Bill Gros taught me, a drill to work on the pure handling side of cornering (i.e. "turning") that I think is the physical building block you need to do what you're talking about ("cornering") well.

You find a quiet neighborhood that has a lot of cul de sacs in it. Pick a quiet time of day, like 7:00 AM on a weekend, so there's less traffic and so that if you crash it'll make a cool, noticeable noise that onlookers can appreciate. Small chainring, spin it up to 17-18 MPH, high cadence, and start hitting all the turns. Swoop into them at first, then start taking them sharper and sharper. If the cul de sacs permit it, do 180s and acute turns. Do an equal number of rights and lefts. Keep the speed steady, but turn harder and harder until you start to feel a little slipping. Warning: that's the part where you may crash; careful about approaching "The Edge" because you won't know exactly where it is until you've passed it. If you picked the right neighborhood, you should do about 100 turns in around 60 minutes, with negligible training stress on your legs. Three or four reps of this drill over a couple months really helped me nail "turning," the physical task that's a necessary precursor to the complex skill package you are talking about above.

Even better, do what Jim said, but on a bike polo court while wacking a ball.
