Sure, grand tours start outside their namesake country fairly regularly (the 2010 Tour de France starts in the Netherlands), but generally it's a neighboring country. You know, like England, Germany or Switzerland, rather than one on a completely different continent.
While it would be cool to go, this would be one of those times where being a pro rider wouldn't be all that great. Two stages and a 16-hour transfer? Sweet.
